Summary

The Bureau of Land Management plans to sell a 157-acre piece of public land in Emery County, Utah, to Ferron City for at least $173,000. Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

157.31 Acres Offered to Ferron City

The Bureau of Land Management proposes a direct sale of a 157.31-acre parcel (the Millsite Golf Course) to Ferron City for no less than the appraised fair market value of $173,000. The sale would convey the surface estate to the City and would not include a reversionary clause, allowing the City to own and manage the golf course without RPPA ownership limits.

Federal Mineral Reservation Remains

If the parcel is sold, all mineral interests will be reserved to the United States under FLPMA section 209, so the sale conveys only the surface estate and not subsurface mineral rights. The patent will also be subject to reservations including ditches and canals, valid existing rights, indemnification clauses, and other terms the authorized officer deems appropriate.

Sale Enables Private Co-management Option

The City requested the purchase so it would not be limited by RPPA requirements; the notice notes the City has shown potential interest in co-managing the golf course with a private commercial entity to alleviate management obligations and costs. The parcel is expected to continue use as a golf course in the immediate future.
