Producers Gain Recipe Flexibility

Starting June 3, 2026, FSIS is removing the standard of identity for canned “Tripe with Milk” (9 CFR 319.308). Producers may now make canned products that contain tripe and milk in different proportions or include other ingredients; the prior formulation requirement (at least 65 percent tripe and no less than 10 percent milk) is no longer required.

No Relabeling Or New Costs Required

FSIS certified under the Regulatory Flexibility Act that this final rule will not have a significant economic impact on a substantial number of small entities and states that establishments will not be required to change formulations or relabel existing products. The rule does not impose new production restrictions or relabeling requirements.

Labeling Rules Still Protect Consumers

Although the standard of identity for canned “Tripe with Milk” is removed effective June 3, 2026, FSIS states that existing labeling rules (9 CFR 317.8) remain in force to ensure products are not misbranded and labels must be truthful and not misleading.
