Temporary no‑entry zone on Maumee River

The Coast Guard proposes a recurring Special Local Regulation that would close all navigable waters of the Maumee River in Toledo from the Robert Craig Memorial Bridge (41°39'37.623" N, 83°30'42.908" W) to the Glass City River Wall (41°37'36.397" N, 83°31'52.431" W) for the Paddle and Groove events. From June through October during those events, no person or vessel may enter the regulated area without permission from the Captain of the Port, Sector Detroit.

Permission and notice will be available

The rule allows vessels or persons to request permission to enter the regulated area from the Captain of the Port or a designated representative. The Coast Guard will issue a Broadcast Notice to Mariners on VHF FM marine channel 16 so affected vessels can adjust transit plans.

Coast Guard certifies limited economic impact

Under 5 U.S.C. 605(b), the Coast Guard certifies this proposed rule would not have a significant economic impact on a substantial number of small entities because it affects a small area for a few hours and allows vessels to request permission. The agency also certifies, under the Unfunded Mandates analysis, that the rule will not result in annual expenditures of $100,000,000 or more by governments or the private sector.
