Preliminary Finding Triggers Deposit Requirement

Commerce preliminarily found chromium trioxide from India is being sold in the U.S. at less than fair value for the period July 1, 2024 through June 30, 2025. As of May 22, 2026, U.S. Customs and Border Protection will suspend liquidation of entries and require cash deposits equal to the estimated dumping margin (14.44%) — shown in the notice with an adjusted cash deposit number of 12.00%.

All-Others Rate Set at 14.44%

Commerce preliminarily assigned an all-others dumping rate of 14.44 percent (the petition's alleged margin) for exporters and producers not individually examined. This all-others rate will be used to set cash deposit requirements for those exporters and producers.

Final Determination Postponed; Provisional Measures Extended

Commerce granted a postponement of the final determination and extended provisional measures from a four-month period to a period not greater than six months. Commerce will make its final determination no later than 135 days after publication of this preliminary determination (i.e., no later than 135 days after May 22, 2026).
