HUD Ends Special Reviews for Big Housing Projects

Faster approvals for large housing projects

Starting June 22, 2026, HUD will no longer require Environmental Assessments for projects over 200 dwelling units or beds to be sent to the Field Environmental Clearance Officer (FECO) or Program Environmental Clearance Officer (PECO) for review and comment. HUD says this removes a duplicative review step, speeds processing for builders and developers, and will affect about 80 projects per year.

NEPA and environmental protections remain

HUD says removing the FECO/PECO review does not change or remove the statutory environmental requirements under the National Environmental Policy Act (NEPA) or other related laws. HUD also made a Finding of No Significant Impact (FONSI) and states no other changes are being made to Sec. 50.32.
