China Corrosion Chemicals Face New Tariff Scrutiny

Preliminary Countervailing Duty Rates

Commerce preliminarily found net countervailable subsidy rates for corrosion inhibitors from China for the period January 1, 2024 through December 31, 2024. The preliminary rates are 19.31% for Anhui Trust Chem Co., Ltd., 48.45% for Nantong Botao Chemical Co., Ltd., and 36.67% for companies not selected for individual review. If these results are finalized, U.S. Customs and Border Protection will assess countervailing duties using these rates on appropriate entries.

Cash Deposit Rules for Future Shipments

When the final results are published, CBP will collect cash deposits of estimated countervailing duties for shipments entered or withdrawn for consumption on or after the publication date of the final results. Company-specific cash deposit rates will equal the company-specific estimated subsidy rates in the final results (unless the rate is less than 0.50% and therefore de minimis), the higher rate applies if producer and exporter rates differ, and the cash deposit rate for all other producers and exporters will remain 77.34%. These cash deposit instructions will remain in effect until further notice.

Rescission for Five Named Companies

Commerce is rescinding this administrative review for five companies that had no suspended entries during January 1–December 31, 2024: Connect Chemicals China Co., Ltd.; Relic Chemicals; Sagar Speciality Chemicals Pvt., Ltd.; Wuxi Connect Chemicals Co., Ltd.; and Yasho Industries Pvt. Ltd. For those companies, Commerce will instruct CBP to assess countervailing duties on appropriate entries at a rate equal to the cash deposit of estimated countervailing duties required at the time of entry, and Commerce intends to issue rescission instructions no earlier than 35 days after the date of publication of this notice.
