Summary

HUD wants to gather info to check how well the Indian Housing Block Grant Competitive Program is working. No new costs are mentioned, but your feedback will help shape future housing support for Native communities.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Tribes Asked to Complete One-Time Survey

HUD will administer a one-time web survey to 593 Tribes or tribally designated housing entities (TDHEs) eligible for Indian Housing Block Grant (IHBG) competitive grants and conduct up to 30 follow-up interviews, for 623 total respondents. The survey is expected to take about 30 minutes and interviews about 60 minutes; HUD estimates the total respondent burden for the collection as 326.5 hours and a total cost of $14,702.30 using an hourly rate of $45.03.

Public Comment Deadline Set

HUD is soliciting public comments on this proposed information collection and requests that comments be submitted by July 27, 2026 via www.regulations.gov or to the listed HUD contact (Elizabeth Rudd). Interested persons, including Tribal staff and other affected parties, must submit comments by that date.

Study Will Assess Program Effectiveness

The evaluation will assess whether the IHBG competitive program meets its goals of spurring new construction of affordable housing and enabling smaller tribes to build sooner than with formula funding, and will identify opportunities to improve the program. HUD and its contractor will use survey and interview responses to inform that assessment.
