New Security Zones Protect Dangerous Cargo in Texas Ports
Published Date: 5/27/2026
Rule
Summary
Starting June 26, 2026, the Coast Guard will set up special security zones around ships carrying dangerous cargo in the Corpus Christi and La Quinta Ship Channels. These zones keep people and boats out unless they get permission, helping protect everyone from accidents or attacks. This affects anyone near these busy shipping areas and aims to keep the port and nearby communities safe as dangerous cargo traffic grows.
Analyzed Economic Effects
3 provisions identified: 1 benefits, 2 costs, 0 mixed.
New 500‑Yard Security Zones
Starting June 26, 2026, the Coast Guard sets a security zone around vessels loaded with Certain Dangerous Cargo (CDC) in the Corpus Christi and La Quinta Ship Channels that covers all water from surface to bottom within a 500‑yard radius of the vessel. The rule also bars any vessel or person from entering within 100 yards of a vessel carrying CDC unless authorized by the Captain of the Port during enforcement periods.
Permission and Communication Requirements
If you want to enter or pass through the security zone, you must request permission from the Captain of the Port Sector Corpus Christi on VHF‑FM channel 16 or by telephone at 1‑800‑874‑2143; if permission is granted you must follow all lawful orders. The Coast Guard may activate the zone only for specific dates and times and will notify the public when it enforces the zone.
Coast Guard: No Significant Small‑Business Burden
The Coast Guard certified this rule will not have a significant economic impact on a substantial number of small entities, noting the security zone is a small designated area (500 yards) around a moving vessel and typically lasts six hours or less, and that most vessels will be able to move around the zone. The rule also allows vessels to seek permission from the Captain of the Port, Sector Corpus Christi.
