Court Tweaks Antidumping Duties on Chinese Xanthan Gum

Published Date: 5/28/2026

Notice

Summary

The U.S. Court of International Trade made a new ruling that changes the antidumping duty rates for certain Chinese xanthan gum producers from 2020-2021. This affects companies like Fufeng and Meihua, who will see updated duty charges starting May 21, 2026. If you’re involved in importing xanthan gum from China, these changes could impact your costs and timing.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Fufeng & Meihua Duties Drop to 0%

For the review period July 1, 2020 through June 30, 2021, Commerce amended final results to set the weighted-average antidumping duty rate for Fufeng and Meihua to 0.00 percent, effective May 21, 2026. If you import xanthan gum from these companies for that period, the importer-specific ad valorem assessment rate for those entries is now 0.00 percent.

Jianlong and Deosen Rates Stay 17.36%

For the review period July 1, 2020 through June 30, 2021, the weighted-average antidumping duty rates for Jianlong and Deosen remain at 17.36 percent as published in the Final Results. If you imported xanthan gum from Jianlong or Deosen during that period, those entries remain subject to the 17.36% rate.

Suspended Entries: Possible Duty Assessments

Entries of xanthan gum exported by Fufeng or Meihua and entered (or withdrawn from warehouse) for consumption during July 1, 2020–June 30, 2021 remain enjoined from liquidation by court order. If the court judgment becomes final and conclusive, Commerce intends to instruct U.S. Customs and Border Protection to assess antidumping duties on unliquidated entries when the importer-specific ad valorem assessment rate is not zero; where the importer-specific rate is zero or de minimis, Commerce will instruct CBP to liquidate those entries without regard to antidumping duties.
