Keystone May Use Oil-Cover VOC Control

The EPA approved allowing Keystone Automotives in Huntington County, Indiana to use an oil cover called Aquastrip Fume Seal as an equivalent control for its cold cleaner degreaser. The oil cover is a mineral oil layer at least one inch thick that reduces evaporation of the solvent mixture (n-Methyl Pyrrolidone and monoethanolamine). This approval takes effect June 29, 2026.

Order Incorporated into State Implementation Plan

The EPA incorporated Indiana Commissioner's Order 2025-Air-01 (signed February 19, 2025) into the Indiana State Implementation Plan, making the order federally enforceable under Clean Air Act sections 110 and 113 as of June 29, 2026.
