New SAVE immigration matching

HUD is adding a new Systematic Alien Verification for Entitlements (SAVE) Report that matches DHS/USCIS immigration data with HUD resident records so Public Housing Agencies (PHAs) are notified when people on their rent rolls require verification or removal, consistent with program rules. Comments are accepted through July 6, 2026; the change is scheduled to take effect the day after the comment period ends.

Income Validation Tool replaces report

HUD is replacing the Income Discrepancy Report with a new Income Validation Tool (IVT) built on the MicroStrategy platform to analyze income, wages, and Social Security benefits at the household and individual level. HUD says the IVT reduces false positives from the prior report and improves HUD's ability to support rental subsidy determinations and assess improper payments.

Routine uses reinstated for PHAs/owners

HUD reinstated two routine uses (now numbered 13 and 14) allowing disclosure of EIV records to Public Housing Agencies (PHAs), Owner/Agents (O/As), and Contract Administrators (CAs) to verify tenant data and to disclose debt and termination history to check applicant eligibility and ensure proper payment under HUD's PIH programs. These routine uses support verification and eligibility checks performed by PHAs and housing owners/agents.

Do Not Pay disclosure for improper payments

The notice incorporates a routine use (Routine Use 12) that permits HUD to disclose information to the U.S. Department of the Treasury's Do Not Pay Working System to identify, prevent, or recoup improper payments to applicants or recipients of Federal funds. This supports efforts to detect and recover improper rental assistance payments.

Data available for HUD studies and reports

HUD added a routine use (Routine Use 16) that permits sharing EIV data with contractors, grantees, researchers, and other entities to prepare studies, statistical reports, and program analyses, provided the data are not used to make decisions affecting individuals. Recipients may not further disclose identifiable records.
