New Security Paperwork for Data Access

If you are approved to access NCSES restricted-use data, you must complete multiple security documents outside the SAP Portal. NCSES will require a restricted-use licensing agreement signed by you and a senior official at your organization, a security plan form that collects planned work location addresses and workstation details (make, model, serial number, type, and operating system), an affidavit of nondisclosure (with applicant and principal researcher signatures and a notary imprint), an annual rules-of-behavior agreement, and an annual individual data use agreement.

Increased Time Burden Per New Applicant

NCSES estimates it now requires 60 minutes of burden per new applicant to complete its security paperwork, which includes an additional 30 minutes of required CIPSEA training. This 60-minute estimate applies only to the NCSES security requirements and does not include the time to complete the SAP Portal application.

Small Annual Applicant Volume and Total Burden

NCSES expects to collect security information for about 20 positively-determined SAP Portal application submissions per year and for 90 data users who must complete CIPSEA training and paperwork to continue access. NCSES estimates the total burden over the three-year OMB clearance will be about 219 hours, for an average annual burden of 73 hours.
