Published Date: 6/11/2026

Notice

Summary

Fishermen using certain gear on the U.S. West Coast must keep and submit daily logbooks about their fishing trips. The government is renewing this rule with a clearer title but no big changes, asking for public feedback for 30 more days. About 700 fishers spend an hour each trip filling these forms, helping scientists manage fish and protect the ocean.

Mandatory HMS logbooks for West Coast fishers

If you hold a Highly Migratory Species (HMS) permit and fish on the U.S. West Coast in specified fisheries, you must complete daily logbooks showing catch and effort. The rule applies to Pacific hook-and-line (albacore troll and pole-and-line), deep-set buoy gear, coastal purse seine (vessels under 400 short tons carrying capacity), large-mesh drift gillnet, and swordfish harpoon fisheries; logbook entries must be completed within 24 hours of each fishing day and submitted to the Southwest Fisheries Science Center within 30 days of the end of each trip. The collection covers 709 respondents, with an average of 1 hour per response and a total annual burden of 3,897 hours.
