4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Oregon SIP IBR Updated and Corrected

The EPA updated the materials incorporated by reference (IBR) into Oregon's State Implementation Plan (SIP) as of February 1, 2026, and made the update effective June 22, 2026. The action also corrects two typographical errors: replacing the prior citation “page 11” with the correct “Permit Condition 14” for an Intel Corporation approval, and retitling LRAPA entry 13-005 from “General Duties and Powers of Board and Director” to the correct title “Authority of the Agency.”

No New Rules or Costs Added

The EPA states this update only codifies materials previously submitted and approved by Oregon and does not impose additional requirements beyond those imposed by State law. The action therefore does not change existing rules or costs for regulated parties in Oregon.

Where to Inspect Updated SIP Materials

The updated SIP materials (IBR) are available for public inspection at EPA Region 10, 1200 Sixth Avenue, Suite 155, Seattle, WA 98101 (call (206) 553-0256 and schedule by emailing the contact listed in the rule) and at www.regulations.gov. Region 10's official hours are Monday–Friday 8:30 a.m. to 4:30 p.m., excluding Federal holidays.

No Significant Impact on Small Businesses

The EPA certified that this action does not have a significant economic impact on a substantial number of small entities under the Regulatory Flexibility Act. The update approves previously effective state rules and makes minor corrections without imposing new costs.
