Notice

Summary

NOAA is asking for public feedback on continuing the paperwork rules for salmon fishing off Washington, Oregon, and California. This helps keep fishing sustainable while making sure reporting isn’t too much of a hassle. Comments are open until August 21, 2026, and the rules mostly keep things steady with no new costs.

Analyzed Economic Effects

3 provisions identified: 0 benefits, 3 costs, 0 mixed.

Mandatory catch and landing reports

If you operate a commercial ocean salmon fishing business in the U.S. exclusive economic zone 3–200 nautical miles off Washington, Oregon, or California, you must report catch and landings to the appropriate state and tribal agencies. You must also make in-season notifications (by at-sea radio or cellular phone) if unsafe weather or mechanical problems prevent you from making landings; these requirements are mandatory under the Magnuson‑Stevens Act and implemented annually by NMFS.

California 24-hour electronic fish ticket rule

If you participate in the California commercial salmon troll fishery, you must enter fish tickets showing the number of Chinook salmon landed into the California Department of Fish and Wildlife electronic landing database within 24 hours of landing; NMFS requires this be completed within 24 hours.

Estimated paperwork burden and cost

NOAA estimates this information collection will involve 40 respondents, with an estimated 15 minutes per response, totaling 10 annual burden hours, and an estimated $0 in recordkeeping/reporting costs. The collection is a mandatory regular submission under OMB Control Number 0648-0433 and is authorized by the Magnuson‑Stevens Act.
