Cash Deposit Rules and 20.55% All‑Others Rate

Commerce intends to require CBP to collect cash deposits of estimated countervailing duties on shipments entered or withdrawn for consumption on or after the date of publication of the final results. Company-specific cash deposit rates will equal the final company-specific subsidy rates (but rates below 0.50 percent are treated as zero), the higher of producer/exporter rates applies when they differ, and the all-others subsidy cash deposit rate remains 20.55 percent.

Preliminary 3.38% Subsidy Rate for Navpad

The Department of Commerce preliminarily found countervailable subsidies for Navpad Pigments Private Limited and assigned a net countervailable subsidy rate of 3.38 percent ad valorem for the period January 1, 2023 through December 31, 2023. This preliminary rate was published June 23, 2026 and could affect duties assessed on Navpad-related imports if finalized.

Rescission for Meghmani — Duties at Cash-Deposit Rate

Commerce rescinded this administrative review with respect to Meghmani Pigments because Meghmani withdrew its review request, and will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties on appropriate entries at the cash-deposit rate required at the time of entry. Commerce intends to issue rescission instructions to CBP no earlier than 35 days after the notice is published.

Intent To Rescind for SCIL (No Reviewable Entries)

Commerce intends to rescind the review for Sudarshan Chemical Industries Limited (SCIL) because CBP import data show SCIL had no reviewable suspended entries during January 1, 2023 through December 31, 2023. If rescission is finalized, Commerce will instruct CBP to assess duties on appropriate entries at the cash-deposit rate in effect at entry; rescission instructions will be issued no earlier than 35 days after the final results publication.
