EPA proposes approval of Arizona CBG updates

The EPA is proposing to approve Arizona's revisions to its Cleaner Burning Gasoline (CBG) program (submitted June 17, 2021 with supplements in 2025). The agency says these revisions are administrative, clarify requirements, and enhance program flexibility to reduce ozone, carbon monoxide, and particulate matter, and that the proposed approval will not impose any additional costs or regulatory burdens or affect gasoline supply or price in the Phoenix metropolitan area.

New fuel testing and additive flexibilities

Arizona's SIP revision allows specific technical changes such as permitting isobutanol as a fuel additive, using the CARBOB model as an alternative testing method, adjustments to Reid Vapor Pressure (RVP) outside the summer ozone season, limits on MTBE, allowances for third-party terminals to blend transmix, and recertification of blendstock when approved oxygenates differ from supplier instructions. The EPA proposes these updates do not create a "new fuel" under the Energy Policy Act provisions and says they will not cause supply or price impacts.

Removal of Arizona Gasoline Set-Aside program

The EPA is proposing to approve Arizona's repeal and removal of the Gasoline Set-Aside (GSA) program from the SIP for the 1971 carbon monoxide nonattainment area covering Maricopa County and a portion of Pima County. The EPA states this change is administrative, will be incorporated into the federally enforceable SIP if approved, and will not impose additional costs or affect gasoline supply or price.
