Temporary boat exclusion for festival
You cannot enter the special regulated area on the Cuyahoga River during the Cleveland Dragon Boat Festival (held annually on or around the 4th weekend of August) unless you get permission from the Captain of the Port or a designated representative. The regulated area covers navigable waters from the Cleveland Rowing Foundation dock at 41°29'27.2" N, 081°42'13.1" W to the Columbus Rd. Bridge.
Permission option and public notices
If you need to transit the regulated area during the event, you may request permission from the Captain of the Port or a designated representative. The Coast Guard will issue a Broadcast Notice to Mariners via VHF FM marine channel 16 and may publish a Notice of Enforcement in the Federal Register if enforcement dates change, so you can adjust your transit plans.
Coast Guard finds minimal small-business impact
The Coast Guard certifies under 5 U.S.C. 605(b) that this proposed rule would not have a significant economic impact on a substantial number of small entities because it affects a small area for a few hours during a time when vessel traffic is normally low.
