Tariff Review on Polyvinyl Alcohol Moves Forward

Published Date: 7/2/2026

Notice

Summary

The U.S. International Trade Commission is speeding up its review to decide if special taxes on polyvinyl alcohol from China and Japan should continue. This affects companies that make or sell this material in the U.S. The review started on June 5, 2026, and could impact prices and trade rules soon.

Analyzed Economic Effects

4 provisions identified: 0 benefits, 2 costs, 2 mixed.

Expedited five-year reviews started

On June 5, 2026 the U.S. International Trade Commission began expedited five-year reviews for the antidumping duty orders on polyvinyl alcohol from China and Japan. The reviews will determine whether revoking those orders would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

Key deadlines for review participants

A nonpublic staff report will be available to parties on August 6, 2026 and a public version will follow. Written comments from parties are due by 5:15 p.m. on August 13, 2026, and such comments may not contain new factual information; if the Department of Commerce extends its review, the comment deadline becomes three business days after Commerce issues its final results.

Only certain domestic firms may file comments

The Commission found the domestic interested party group response adequate and the respondent group inadequate, and it found the responses from Sekisui Specialty Chemicals America, LLC and Kuraray America, Inc. to be individually adequate. Comments from other interested parties will not be accepted under 19 CFR 207.62(d)(2).

Commission may extend review up to 90 days

The Commission determined the reviews are extraordinarily complicated and may extend the review period by up to 90 days under 19 U.S.C. 1675(c)(5)(B).
