Three scope applications announced

The Department of Commerce published that scope ruling applications were filed for three product groups: (1) freight rail coupler bodies and knuckles produced in China and exported from Mexico (filed March 10, 2026) by McConway & Torley LLC; (2) therapeutic air mattress support surfaces from Mexico (filed May 2, 2026) by Joerns Healthcare LLC; and (3) steel components for mobile access equipment from China (filed May 13, 2026) by Hunan Sinoboom Machinery. The notice is dated July 7, 2026 and lists the ACCESS case segments where each filing appears.

Scope rulings can apply country-wide

Commerce states it may apply a scope ruling either to all products from the same country with the same physical characteristics or on a company-specific basis, per 19 CFR 351.225(m)(1). That means a single scope ruling can affect all producers/exporters from a country that make products with the same characteristics as the item at issue.
