Veteran VHA Enrollment Can Block Subsidies

If you are a veteran, CMS and the VA will match records to see if you are enrolled in a Veterans Health Administration (VHA) health plan that provides Minimum Essential Coverage (MEC). If a match shows VHA enrollment, that usually makes you ineligible for financial help to pay for private coverage, such as the advance premium tax credit and cost‑sharing reductions. The matching program is scheduled to run approximately June 15, 2026 through December 15, 2027.

Marketplace Applicants’ Records Will Be Verified

If you apply for or are enrolled in a private qualified health plan through a federally‑facilitated exchange (the marketplace), CMS may request VHA data to authenticate your identity and to determine whether you qualify for financial assistance (including advance premium tax credits and cost‑sharing reductions) and the correct amount. The VA will return enrollment dates on a match (or a blank/non‑match response), and CMS/AEs will use that information when deciding eligibility and subsidy amounts.

You’ll Be Notified and Not Charged

Under the Privacy Act rules, individuals whose information is used in the matching program will be notified that their information may be verified through matching. The notice also states the program will not impose extra costs on individuals for the matching itself. Comments on the notice are due by August 6, 2026.
