Rescinding NCI education grant rule

HHS proposes to remove the regulation at 42 CFR part 52d, which governed the National Cancer Institute Clinical Cancer Education Program, because it is obsolete (the program and its statutory basis changed since 1980 and section 404 of the Public Health Service Act no longer exists). NIH and HHS say this rescission is deregulatory, will not produce measurable cost savings, and they do not expect adverse impacts on stakeholders.

Grants continue under general grant rules

If 42 CFR part 52d is removed, NIH and HHS say NCI Cancer Education grant programs would continue to be governed by existing regulations such as 42 CFR part 52 (Grants for Research Projects) and 2 CFR part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). This means organizations involved with those grants will still follow the general federal grant rules.
