EPA Approves Iowa SIP Reorganization

The EPA approved Iowa's revisions to its air quality rules (IAC 567), which consolidate many chapters (14 chapters into 8) and update definitions and citations. The state effective date for these rules is June 19, 2024 and the EPA approval is effective August 17, 2026; the EPA says the changes do not decrease SIP stringency or harm air quality.

Voluntary Operating Permit (VOP) Removed

Iowa removed language for the Voluntary Operating Permit (VOP) Program from IAC 567 (the State discontinued VOP in 2015). The EPA determined this removal does not change federal permitting thresholds, a source's status, or federally enforceable limits, and the EPA approval is effective August 17, 2026.

Corrected SIP Errors; HAP Rules Kept Enforceable

The EPA removed certain provisions that were previously included in the Iowa SIP in error (including IAC 567-Chapter 27, IAC 567-22.1(3)"b"(8), IAC 567-23.1(1), and IAC 567-25.1(12)) under CAA section 110(k)(6). The EPA found these removals are corrections and that hazardous air pollutant (HAP) requirements continue to be implemented and enforced under Clean Air Act section 112 and related permits; EPA's final approval is effective August 17, 2026.
