FINRA Stretches Trade Reporting to 23 Hours Daily

Firms must report trades faster

If your firm reports trades to a FINRA TRF, transactions executed while TRFs are open must be transmitted to the TRF as soon as practicable but no later than 10 seconds after execution. Trades executed when the TRFs are closed must be reported within 15 minutes after the TRF next opens; FINRA also adds new definitions (Calendar Day, Business Day, Regular Trading Hours, Trade Date) and changes the Trade Date so it starts at 8:00 p.m. and ends at 8:00 p.m. the next day, which may require updates to reporting systems.

TRFs open 23 hours weekly

If you buy or sell stocks, the FINRA Trade Reporting Facilities (TRFs) will operate from 9:00 p.m. Eastern Time on Sundays to 8:00 p.m. ET on Fridays, excluding holidays, with a one-hour pause from 8:00 p.m. to 9:00 p.m. Monday through Thursday. FINRA intends to implement this change to align with the SIP Amendment (implementation anticipated December 6, 2026).

How many firms will be affected

FINRA estimated that between January 1, 2025 and March 27, 2026, 379 firms reported trades to the TRFs; 158 of those firms reported at least one trade outside the then-effective TRF operating hours. Of those, 75 firms reported trades between 9:00 p.m. and 4:00 a.m. that, under the proposed change, would be required to be reported as soon as practicable but no later than 10 seconds after execution.
