Suspension of Liquidation and Cash Deposits Since March 2, 2026
Commerce instructed U.S. Customs and Border Protection to continue suspending liquidation and to require cash deposits for appropriate entries of the subject merchandise entered, or withdrawn from warehouse, for consumption on or after March 2, 2026 (the date of the Preliminary Determination).
ITC Will Decide Injury; Duties May Be Assessed If Affirmative
Because Commerce's final determination is affirmative, the U.S. International Trade Commission (ITC) will decide within 45 days whether U.S. producers are materially injured or threatened with material injury. If the ITC finds injury, Commerce will issue an antidumping duty order and CBP will assess duties for imports entered or withdrawn for consumption on or after the effective suspension date; if not, deposits will be refunded and suspension lifted.
52 Companies Given Separate Rates; Trieu Thai Rate Applied
Commerce found that 52 companies, including mandatory respondents Junma and Trieu Thai, qualify for separate rates and continued to assign the estimated weighted-average dumping margin calculated for Trieu Thai as the rate for those separate-rate companies and for the Vietnam-wide entity.
No Critical Circumstances Finding (Imports Did Not Rise 15%)
Commerce made a final negative determination of critical circumstances, finding that U.S. imports of plywood from Vietnam did not increase by 15 percent from the base to the comparison period. Commerce therefore determined that critical circumstances do not exist for these imports.

On June 1, 2026, the U.S. Department of Commerce (Commerce) initiated the first sunset review of antidumping duty (AD) and countervailing duty (CVD) orders on certain walk-behind lawn mowers and parts thereof (lawn mowers) from the People's Republic of China (China) and the AD order on lawn mowers from the Socialist Republic of Vietnam (Vietnam). Because no domestic party responded to the sunset review notice of initiation by the applicable deadline, consistent with section 751(c)(3)(A) of the Tariff Act of 1930, as amended (the Act), Commerce is revoking the AD and CVD orders on lawn mowers from China and the AD order on lawn mowers from Vietnam.
