Extension keeps CAT reporting active

The SEC is extending the paperwork collection tied to Rule 613 so national exchanges, the national securities association, and broker-dealers must keep reporting trade and order data to the Consolidated Audit Trail. The Commission estimates 1,199 respondents will spend about 4,122,488 hours per year at an aggregate cost of about $384,727,051 per year to comply.

PII and retention limits reduced in CAT

The SEC has previously allowed self-regulatory organizations to remove customer and account-level personally identifying information from the CAT, such as Social Security numbers, Individual Taxpayer Identification Numbers, dates of birth, names, addresses, and years of birth for certain persons. The Commission and plan amendments have also permitted shortening data retention and deletion schedules, including deleting CAT data older than three years, options market maker quotes older than six months, Interim Operational Data older than 15 days, and Options SIP Data older than six months.

CAT data improves regulator oversight

The CAT is intended to improve the quality of data regulators use in four areas—completeness, accuracy, accessibility, and timeliness—to help regulators reconstruct market events and perform surveillance, examinations, investigations, and enforcement. Continuing the CAT data collection keeps those data-driven regulatory activities supported so regulators can continue market analysis and enforcement work.
