Cboe is making the EDCI Feed—a filtered feed containing only Exchange Designated Complex Instruments—available to downstream distributors and end users at $0 for all fee categories (Internal Distribution Fee $0, External Distribution Fee $0, Professional User Fee $0, Non-Professional User Fee $0). This contrasts with the full COB Feed fees (Internal Distribution $3,000; External Distribution $1,500; Professional User $25 per device/User ID; Non-Professional $1.00/month per User; enterprise buckets of $2,500 / $5,000 / $7,500) and is intended to broaden retail and other participant access to EDCI-specific market data.
Creating Distributors Still Pay COB Fees
Firms that create the EDCI Feed by filtering the COB Feed ("Creating Distributors") must still subscribe to and pay applicable COB Feed fees and meet Cboe requirements: complete and receive approval of a Data Order Form and System Description, conform substantially with the Cboe TOP/PITCH specifications for EDCID messages, and report user counts to Cboe. Creating Distributors also remain subject to Cboe audit rights under its Data Policies.
Only Uncontrolled Distributors Can Create EDCI Feed
Cboe limits eligibility to create and distribute the EDCI Feed at the $0 fees to Uncontrolled Distributors (external distributors that do not control entitlements or display of information outside their own entity). Controlled Distributors are not eligible to create the EDCI Feed under this program.
Framework Allows Future Fee Changes
Cboe set EDCI Feed fees to $0 initially but included structural fee provisions (an External Distributor credit tied to monthly User Fees and a Digital Media Enterprise license option) and reserves the right to submit a subsequent filing to adjust fees for the EDCI Feed as the product matures and demand develops.
