Summary
The Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR) is requesting a 3-year extension with changes of the Mental Health Assessment Form and Onsite Health Intervention Form (formerly Public Health Investigation Form: Non-TB Illness, and Public Health Investigation Form: Active TB, OMB # 0970- 0509, expiration 9/30/2026). Proposed revisions include merging two forms (Public Health Investigation Forms, Active TB and Non-TB Illness) into the single Onsite Health Intervention (OHI) Form. The proposed restructuring and revisions will improve transparency, lessen burden, improve data quality, and ensure alignment with ORR requirements. In addition, to ensure continuity of care, the request has been revised to include the sharing of health information with the Department of Homeland Security (DHS) in specific circumstances.

ORR will share child health data with DHS
If a child in ORR custody is identified by DHS for repatriation, ORR may share relevant health information with DHS to ensure continuity of care. Shared items include the child’s identifying information (name, alien number, date of birth), active diagnoses or concerns that require management, allergies, current medications and dosages, isolation/quarantine requirements, health-related accommodations (including durable medical equipment), and health-related travel restrictions. ORR will request the child’s consent before sharing mental health information.

This NPRM proposes to rescind and replace the Head Start Program Performance Standards (Performance Standards), last revised in 2024. The proposed Performance Standards would significantly reduce Federal bureaucratic burden on programs; defer to State policies wherever possible; return substantial local control to Head Start agencies delivering the services and to parents as the primary caregivers and decision-makers for their children; reduce unnecessary duplication of Head Start regulations with Federal statute and other regulations; and emphasize the critical role of health, nutrition, and physical exercise for young children.

The government plans to cancel a recent rule that let child support agencies offer job training to noncustodial parents using federal funds.
