The Department of Labor (DOL), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre- clearance consultation program for all information collections, to provide the public and Federal agencies with an opportunity to comment on proposed collections of information, in accordance with the Paperwork Reduction Act of 1995. This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Miners: Free Access and Required Training
If you work at a surface mine, operators must make the written safety program available for inspection and provide a copy to miners and their representatives at no cost, and the program must include training for miners. Mine Operators: Paperwork and Record Burden
If you operate a mine, MSHA’s information collection requires you to develop and keep a written safety program for surface mobile equipment that includes hazard analyses, technology evaluations, maintenance procedures and training, and to update it at least annually or as conditions change. MSHA reports this ICR covers 17,798 annual respondents, 57,583 annual responses, 190,732 annual hours of burden, and $26,697 in annual recordkeeping costs.
