Summary
This document provides notification of substantive rules issued by the Coast Guard that were made temporarily effective but expired before they could be published in the Federal Register. This document lists temporary safety zones, security zones, and special local regulations, all of limited duration and for which timely publication in the Federal Register was not possible. This document also announces notifications of enforcement for existing reoccurring regulations that we issued but were unable to be published before the enforcement period ended.

Retroactive Temporary Safety Zones
If you operate or use U.S. waterways, the Coast Guard temporarily put safety zones, security zones, and special local regulations into effect at many locations primarily between April 2026 and June 2026. These restrictions limited access to parts of ports, channels, or event areas and were enforced on-scene but expired before they could be published; you can view each rule by docket number at regulations.gov.

The Coast Guard is seeking information and comments on a proposed change to the operating regulation for all movable bridges over the Cuyahoga River in Cleveland, OH. The Cuyahoga River Harbor Safety Committee raised concerns to the Coast Guard regarding the radio frequency of the movable bridges and its interference with distress calls on VHF-FM Marine Channel 16 on 156.800 Megahertz. Currently, the Coast Guard's proposed solution to these issues would move the hailing channel for the bridges from VHF-FM Marine Channel 16 on 156.800 Megahertz to VHF-FM Marine Channel 9 on 156.450 Megahertz for all movable bridges over the Cuyahoga River. 2026-15025, Safety Zone; Brandon Road Lock and Dam to Lake Michigan Including Des Plaines River, Chicago Sanitary and Ship Canal, Chicago River, and Calumet-Saganashkee Channel, Chicago, IL
On August 6, 2026, from 11:30 a.m. to 2:00 p.m., the Coast Guard will block off part of the Chicago River for the fun Annual Chicago Ducky Derby. Boats can’t enter, pass through, or park in this safety zone unless they get special permission. This keeps everyone safe during the event and affects boaters in the area for a short time.

On August 1, 2026, from 9 p.m. to 9:45 p.m., the Coast Guard will block off a safety zone on Lake Erie near Avon Lake, OH, to keep everyone safe during a fireworks show. Boats and people can’t enter this area unless they get special permission. This quick action helps protect folks, boats, and the environment without any delays or extra costs.

The Coast Guard is setting up a new safety zone on Lake St. Clair near New Baltimore, Michigan to keep everyone safe during special events.
