Summary

Debt Management Center (DMC), Department of Veterans Affairs (VA), is announcing an opportunity for public comment on the proposed collection of certain information by the agency. Under the Paperwork Reduction Act (PRA) of 1995, Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each proposed extension of a currently approved collection, and allow 60 days for public comment in response to the notice.

Resumption of VA Debt Collections

Collections of VA debts were paused on new debts in April 2020 and resumed for suspended debts beginning May 2022. The Debt Management Center says the resumption has increased use of VA Form 5655 and increased burden; VA estimates 150,871 respondents and 150,871 annual burden hours with an average of 60 minutes per respondent.

Automatic 36‑Month Extension for Overpayments

Repayment plans on compensation and pension benefit overpayments now automatically extend for 36 months instead of 12 months when the account is over the minimum monthly payment threshold.

Form 5655 Not Required for ≤60‑Month Plans

VA no longer requires VA Form 5655 to approve repayment plans that extend 60 months or fewer. Previously, VA Form 5655 was required to approve repayment plans extending greater than 12 months.
