HUD Unveils API-Powered HR Privacy Overhaul Shenanigans

Summary
Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO) is issuing a public notice of its intent to establish a new Privacy Act System of Records Notice (SORN) titled, "Human Resources Service Delivery (HRSD)". The system aims to streamline the federal hiring process and enhance data accuracy by automating information exchange between HUD's integrated core platforms and USA Staffing's integrated Data Application Programing Interfaces (API) like, New Hire Interconnection (NHI), and Request Processing Interconnection (RPI). These interfaces enhance HRSD's integration and data utilization across HUD systems and helps streamlines onboarding, transferring new hire data seamlessly, and helps to manage of the entire hiring process from requisition to onboarding, with bi-directional data exchange. The information maintained within Human Resources Service Delivery is sourced through the Office of Personnel Management's (OPM), USA Staffing.

HUD Will Share Employee Records Widely
HUD's HRSD routine uses allow disclosures of employee records to many parties, including contractors, grantees, Federal agencies, State and local governments, research institutions, the Department of Treasury/National Finance Center, OPM/USA Staffing, courts, labor organizations, and law enforcement when relevant. These routine uses also include disclosures to respond to or investigate suspected security breaches.
Record Retention Timelines Specified
HUD specifies retention and disposal rules for HR records: award-related temporary records are destroyed 2 years after final action; performance appraisals for non-senior executives are destroyed no sooner than 4 years after the appraisal date and for senior executives no sooner than 5 years; supervisors' working files are destroyed 1 year after an employee leaves or transfers. Copies of SF-50 personnel action forms are kept as long as needed for business use.
Faster Hiring and Onboarding via HRSD
HUD states HRSD is intended to streamline the federal hiring process and onboarding by automating information exchange with OPM's USA Staffing (including NHI and RPI APIs), managing HR service requests from requisition to onboarding, and reducing manual intervention to improve timeliness and accuracy of personnel data. HUD says HRSD will provide a unified self-service portal and capabilities like onboarding, recruiting, classification, and reporting and analytics.
HUD Creates Central HR Records System
HUD will establish a new Human Resources Service Delivery (HRSD) system that collects and maintains personal and employment records for current and former HUD employees. The system will store items such as full name, job title, HUD employee ID (HID), work and personal email addresses, employment status/history, phone numbers, user ID, work address, duty location, and assigned program office.
Cloud Storage and Access Controls for HR Data
HRSD records will be stored in HUD's ServiceNow environment and a FedRAMP-authorized, FISMA Moderate cloud environment; electronic records are encrypted at rest and in transit. Access to HRSD requires a valid HSPD-12 credential, HUD LAN access, a valid user ID and password, and a personalized identification number (PIN).

The ICR describes the nature of the information collection and its expected burden. This collection of information for which NHTSA seeks OMB approval concerns NHTSA's Criminal Penalty Safe Harbor Provision. NHTSA previously requested and received a three-year approval of this information collection. NHTSA now requests OMB's approval for a three-year reinstatement of this previously approved information collection. NHTSA published a notice on May 29, 2026 requesting comment on the reinstatement of this ICR. NHTSA received no public comments in response to the notice.
