53.27% Dumping Margin Set
The Department of Commerce found Bulgarian rebar was sold at less than fair value for the period April 1, 2024 through March 31, 2025 and assigned a 53.27 percent estimated weighted-average dumping margin to Promet Steel JSC and to all other producers and exporters. That 53.27% margin is the company-specific rate and the rate assigned to all others in this final determination.
Cash Deposits and Suspension Continued
Commerce will instruct U.S. Customs and Border Protection to continue suspension of liquidation and to require cash deposits for entries of the subject rebar entered or withdrawn for consumption on or after March 13, 2026. Cash deposit rates will equal the company-specific margin for Promet or the all-others rate (53.27 percent) as described in the notice.
ITC Injury Decision — Duties or Refunds
The U.S. International Trade Commission will decide whether U.S. industry is materially injured within 45 days after this final determination (the notice is applicable July 30, 2026). If the ITC finds no injury, all cash deposits will be refunded and suspension of liquidation will be lifted; if the ITC finds injury, Commerce will issue an antidumping duty order and CBP will assess antidumping duties on imports entered or withdrawn for consumption on or after the suspension effective date.
