HUD drops the SMRS treatment arm
HUD cancelled the Selected Mobility-Related Services (SMRS) treatment arm and will focus only on Comprehensive Mobility-Related Services (CMRS). This change follows preliminary results showing CMRS benefits and was decided in early 2025.
Study enrollment ends June 30, 2026
The CCD study enrollment period ended on June 30, 2026, earlier than prior notices that allowed enrollment through April 30, 2027 or later dates. Families could no longer be enrolled in the CCD evaluation after June 30, 2026.
New CMRS signups begin Sept 1, 2026
PHAs may begin signing up new families to receive CMRS outside of the CCD evaluation on or about September 1, 2026. There is a pause between the June 30, 2026 enrollment end and this post-study signup date.
Control group barred from CMRS until Oct 1, 2028
PHAs are strictly prohibited from providing CMRS to families who were assigned to the CCD control group until October 1, 2028. This preserves the control group's receipt of only standard Housing Choice Voucher services through the end of the demonstration period.
Mobility Demonstration Vouchers recaptured after June 30, 2026
Any Mobility Demonstration Vouchers (MDVs) not issued by June 30, 2026 will be recaptured by HUD. MDVs issued before June 30, 2026 may still lease after that date, but if an MDV expires without leasing a unit it may not be reissued and HUD will recapture it.
HUD reallocates ~$7.4M and prioritizes Year 6 budgets
HUD will reallocate approximately $7.4 million in CCD service funding based on demonstrated need and will prioritize funding Year 6 budgets (May 1, 2026–April 30, 2027). PHAs must submit proposed budgets and narratives for HUD review for the remainder of CCD funding.
Use of remaining funds and end-of-demo rules on Oct 1, 2028
After the CCD statutory end date (October 1, 2028), sites may use remaining mobility-related services funds to continue any CMRS services to families participating in a housing mobility program at the site. Any CCD-specific waivers or alternative requirements will terminate on October 1, 2028 and services must follow normal Housing Choice Voucher program rules.
