Nonpayment blocks CQ transfers and permits

If a PCTC cooperative fails to pay its cost recovery fee by August 31, 2026, NMFS will disapprove that cooperative's application to transfer Cooperative Quota (CQ) and will not issue a CQ permit the following year until NMFS receives full payment of the fee liability. NMFS will not issue a CQ permit until it receives a complete application for CQ issuance and confirmation of full payment.

2026 PCTC cost recovery fee set at 2.09%

If you are a member of a Pacific Cod Trawl Cooperative (PCTC), NMFS set the 2026 cost recovery fee at 2.09 percent. NMFS used a standard ex-vessel price of $0.34 per pound (published December 5, 2025) to calculate fishery value and applied the 2.09% fee to PCTC landings debited from Cooperative Quota (CQ) between January 20 and June 10. Each cooperative must submit its 2026 fee payment on or before August 31, 2026.
