Summary
The Department of Commerce, in accordance with the Paperwork Reduction Act of 1995 (PRA), invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment preceding submission of the collection to the Office of Management and Budget (OMB).

Permit Required to Access Monument Waters
Regulations prohibit access to the Papahānaumokuākea Monument except when passing through without interruption, or when you have a permit issued by NOAA and the Fish and Wildlife Service. Vessels passing through the Monument are required to notify NOAA and FWS upon entering and leaving the Monument.
Information Collection Time and Money Burden
NOAA estimates 192 respondents with an average time per permit response of 7 hours (permit modifications and final reports: 10 hours; annual reports: 5 hours; entry/exit notifications: 5 minutes; VMS certification: 5 minutes). The total estimated annual burden is 170 hours and estimated total annual cost to the public is $5,905.
Permit Form Revised and Authority Extended
The permit application and information collection are being revised to restructure fields, eliminate redundant questions, and provide a more streamlined layout, and the application is extended to include authorities under the National Marine Sanctuaries Act. NOAA and FWS have coordinated with the State of Hawaii so applicants require a single application and receive one combined agency permit.

2026-04256, Atlantic Highly Migratory Species; Spatial Fisheries Management; Amendment 15 to the 2006 Consolidated Atlantic Highly Migratory Species Fishery Management Plan
Starting April 3, 2026, new rules change shark fishing zones and times in the Atlantic to better protect sharks and manage fishing risks. NMFS is prohibiting commercial fishing for salmon in the Cook Inlet exclusive economic zone (EEZ) Area. This action is necessary to prevent exceeding the 2026 total allowable catch (TAC) of the aggregate coho salmon stock complex in the Cook Inlet EEZ Area.
