Summary
The U.S. Department of Commerce (Commerce) received scope ruling applications, requesting that scope inquiries be conducted to determine whether identified products are covered by the scope of antidumping duty (AD) and/or countervailing duty (CVD) orders and that Commerce issue scope rulings pursuant to those inquiries. In accordance with Commerce's regulations, we are notifying the public of the filing of the scope ruling applications listed below in the month of June 2026.

(Crown) is not eligible for a separate rate and is part of the China-wide entity in the administrative review of the antidumping duty (AD) order on polyethylene retail carrier bags from the People's Republic of China (China) for the period of review (POR) August 1, 2024, through July 31, 2025.
2026-16146, Carbazole Violet Pigment 23 From India: Final Results of Fourth Sunset Review and Revocation of Countervailing Duty Order
The U.S. Department of Commerce has officially ended the countervailing duty on carbazole violet pigment 23 imported from India because no one in the U.S. spoke up to keep it. Starting August 7, 2026, imports of this pigment from India won’t have extra taxes, which could shake up prices and trade. This change mainly affects Indian pigment exporters and U.S. buyers who use this colorful chemical.

2026-16003, Certain Softwood Lumber Products From Canada: Notice of Amended Final Results of Countervailing Duty Expedited Review; Notice of Reinstatement of Countervailing Duty Order
On July 21, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in Committee Overseeing Action for Lumber International Trade Investigations or Negotiations, et al. v. United States, et al., Consol. Court No. 19-00122 (Slip Op. 26-77) (CIT 2026) sustaining the U.S. Department of Commerce's (Commerce) final results of remand redetermination (remand redetermination), concerning the countervailing duty (CVD) order on certain softwood lumber products (softwood lumber) from Canada. In particular, the CIT sustained Commerce's remand redetermination calculating a 1.05 percent ad valorem subsidy rate for Les Produits Forestiers D&G Lt[eacute]e (D&G) and its cross-owned company Les Produits Forestiers Portbec Lt[eacute]e (Portbec). Because D&G/Portbec's rate is now above de minimis, subject merchandise produced and exported by D&G/Portbec is included within the CVD order on softwood lumber from Canada.
