Countervailing Duty Revoked on CVP-23

Starting August 7, 2026, the U.S. Department of Commerce revoked the countervailing duty (CVD) order on carbazole violet pigment 23 (CVP-23) from India, so imports of this pigment from India will no longer be subject to the CVD. The revocation followed Commerce’s fourth sunset review after no domestic interested party responded to the initiation notice.

Suspension of Liquidation Terminated for Recent Entries

Commerce will instruct U.S. Customs and Border Protection to terminate suspension of liquidation for CVP-23 entries that were entered, or withdrawn from warehouse, on or after June 15, 2026. That means such entries will no longer be held under suspension or subject to CVD deposit requirements going forward.

Pre-Revocation Entries Still Subject to Duties

Entries of CVP-23 from India that were made prior to the effective date of revocation (August 7, 2026) will remain subject to suspension of liquidation and countervailing duty deposit requirements. Commerce may conduct administrative reviews for those earlier entries if appropriate review requests are filed.
