Initiation of CVD Investigations

The Department of Commerce has officially started countervailing duty (CVD) investigations into welded stainless line and pressure pipe from India and the Republic of Türkiye, applicable August 4, 2026. Commerce will examine imports for the period January 1, 2025, through December 31, 2025, and will make preliminary CVD determinations no later than 65 days after this initiation.

India: 17 Alleged Subsidy Programs Investigated

Commerce is initiating a CVD investigation of imports from India and has found sufficient information to investigate 17 alleged government subsidy programs for Indian producers/exporters. Commerce will calculate company-specific subsidy rates and may select mandatory respondents using quantity & value (Q&V) questionnaires and CBP entry data.

Türkiye: 32 Alleged Subsidy Programs and CBP Data Comment Window

Commerce is initiating a CVD investigation of imports from the Republic of Türkiye and has found sufficient information to investigate 32 alleged government subsidy programs. Commerce released U.S. Customs and Border Protection (CBP) entry data under administrative protective order and required interested parties to comment on the CBP data and/or respondent selection within three days of the publication date of this initiation notice (publication date: August 10, 2026).

India Q&V Questionnaire Deadline

For the India investigation, Commerce will issue quantity & value (Q&V) questionnaires to selected Indian producers/exporters and set a response deadline of 5:00 p.m. Eastern Time on August 18, 2026. Producers/exporters who do not receive a questionnaire may still submit a response and can obtain the Q&V questionnaire from Commerce's website.

Opportunity to Comment on Scope (Deadlines)

Interested parties may submit public scope comments (with a 450-word executive summary per issue) by 5:00 p.m. Eastern Time on August 24, 2026, and any rebuttal comments by 5:00 p.m. Eastern Time on September 3, 2026. Comments that include factual information should be limited to publicly available information.
