The Small Business Administration (SBA) will submit the information collection described below to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995, as amended, on or after the date of publication of this notice. SBA is publishing this notice to allow all interested members of the public an additional 30 days to provide comments on the collection of information.

OMB Review of SBIC Reporting Forms

The SBA will submit Forms 1405 (Stockholder's Confirmation) and 1405A (Ownership Confirmation) under OMB Control Number 3245-0172 for review under the Paperwork Reduction Act. SBA is seeking public comments by September 9, 2026, and estimates 736 annual respondents and a total annual burden of 736 hours for this collection.

Biennial SBIC Examinations Require Ownership Forms

Small Business Investment Companies (SBICs) are subject to statutory examinations at least biennially under 15 U.S.C. 687b(c). SBA's Office of SBIC Examinations uses Forms 1405 and 1405A during those examinations to collect stockholder and ownership confirmations to determine whether SBICs engaged in lawful activities.
