Summary
Notice is hereby given that on July 23, 2026, the presiding administrative law judge ("ALJ") issued an Initial Determination on Violation of Section 337. On August 6, 2026, the ALJ issued a Recommended Determination on Remedy and Bonding should a violation be found in the above-captioned investigation. The Commission is soliciting submissions on public interest issues raised by the recommended relief should the Commission find a violation. This notice is soliciting comments from the public and interested government agencies only.

Possible 5–6 Year Import Ban on LCD Glass
If the Commission finds a violation, it could issue a limited exclusion order banning certain glass substrates for liquid crystal displays (LCDs) and products containing them from entry into the United States for a period of 5–6 years. The recommended relief would apply to imports, sales for importation, and sales after importation by Caihong Display Devices Co., Ltd. (Irico), TCL China Star Optoelectronics (CSOT), Xianyang CaiHong Optoelectronics (CHOT), and TTE Technology, Inc. (TCL), and could include a cease-and-desist order directed to TCL.
