Certificate Requirement — Risk of Double Duties

Importers must file a certificate regarding reimbursement of antidumping duties prior to liquidation under 19 CFR 351.402(f)(2). If you fail to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties on the relevant entries.

Zero Antidumping Margin for Kenertec

If you import utility-scale wind towers from PT. Kenertec Power System for the period August 1, 2023 through July 31, 2024, Commerce found a 0.00% weighted-average dumping margin for that period. As a result, entries covered by that finding will be liquidated without regard to antidumping duties.

Zero Cash Deposit Rate for Kenertec Shipments

Beginning on publication (August 13, 2026), the cash deposit rate for PT. Kenertec Power System will be 0% for shipments entered or withdrawn from warehouse for consumption on or after that date. Cash deposit rates for other companies remain company-specific or, for all other producers, 8.53%.

8.53% All-Others Rate Continues

For exporters or producers not covered in this review, the cash deposit and assessment rate remains the all-others rate of 8.53% established in the original investigation. Commerce will instruct U.S. Customs and Border Protection to liquidate certain unreviewed entries at the 8.53% rate when no intermediate-company rate exists.
