The Judges also set the date by which all parties wishing to participate and share in the distribution of satellite retransmission royalties for 2023, must file Petitions to Participate and pay the accompanying $150 filing fee. The Judges seek a single Petition to Participate in either or both the allocation phase and the distribution phase of the satellite royalty proceeding. Any party that fails to file a petition to participate by the time set forth in this notice shall not be a participant at any stage of either proceeding, unless the Judges accept a late petition to participate pursuant to 37 CFR 351.1(d).

Miss Deadline and Lose Eligibility
If you fail to file a Petition to Participate by September 16, 2026, you will not be a participant at any stage of the 2023 satellite royalty distribution and therefore will not be eligible to receive royalties for 2023, unless the Judges accept a late petition under 37 CFR 351.1(d).
Fee Waiver for Small Claims Under $1,000
Claimants whose claims do not exceed $1,000 in value and who state in their Petition to Participate that they will not seek distribution of more than $1,000 may file the petition without paying the $150 filing fee. To use this option you must include that statement with your petition by the September 16, 2026 deadline.
Lawyer Required for Corporations; Individuals May Self-Represent
Only attorneys who are members in good standing of a state bar may represent parties before the Judges, and all corporate parties must appear through counsel; individuals may represent themselves. This requirement affects corporate claimants who must hire counsel to participate.
