Summary

Pursuant to the provisions of the Privacy Act of 1974, notice is given that the General Services Administration (GSA) is providing an update to the system of records entitled Contracted Travel Services Program, GSA/GOVT-4, a system designed to provide efficient and secure travel management services for government agencies, including the General Services Administration (GSA), by integrating advanced technology with high-quality customer service.

Security controls for travel records

If you are a federal traveler or an invitational traveler, your travel records are stored electronically and protected: information is encrypted in transit and at rest, the system requires multifactor authentication for users, access is limited to those with a legitimate business need, and data centers meet NIST requirements for storage of sensitive data.

Extensive personal and financial data collected

The system stores many kinds of personal data for federal and invitational travelers, including full name, date of birth, sex, passport and visa numbers, driver's license number, credit card numbers, bank account information for electronic funds transfer, Known Traveler Number, medical accommodation needs, and trip and expense details.

Disclosure to credit and billing entities

GSA may disclose records to credit card companies for billing and to a credit reporting agency to add to a credit history file when an individual's account with a creditor in the system is delinquent.

Data retention schedule set by NARA

Records related to travel financial transactions are maintained under NARA schedule GRS 01.1/010 and are to be destroyed 6 years after final payment or cancellation (Approved by NARA: 2014-06-12).

Breach response disclosures permitted

If GSA suspects or confirms a breach of this travel records system and determines there is a risk of harm, it may disclose information to appropriate agencies, entities, and persons to respond to or prevent harm, and may share records with other Federal entities to assist breach response and mitigation.
