Sailors Beware: Coast Guard Locks Down Lake Erie Island Waters

Published Date: 8/26/2026

Rule

Summary

The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of Lake Erie near Kelleys Island, OH. The SLR is needed to protect personnel, vessels, and the marine environment from potential hazards created by a sailing race. This rulemaking prohibits persons and vessels from being in the regulated area during the enforcement period unless specifically authorized by the Captain of the Port, Sector Detroit or their designated representative.

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

Temporary no‑entry zone during race

You may not enter, transit through, anchor in, or remain within the regulated area during 8:30 a.m. to 5 p.m. on August 29, 2026, unless authorized by the Captain of the Port (COTP) or the COTP's designated representative. The regulated area covers all waters within 100 yards of race participants (approximately 50 participants and 3 spectator craft) and moves with the participants.

Moving 100‑yard safety buffer and course coordinates

The regulated area is defined as all waters within 100 yards of participants and will move with the participants along defined Course A, Course B, and Course C coordinates listed in the rule. The coordinates for the three race courses are provided in the regulation (WGS 84/NAD 83).

Notice and permission via VHF Channel 16

The Coast Guard will provide advance notice via a Broadcast Notice to Mariners on VHF‑FM marine channel 16 and on‑scene representatives, and vessels may request permission to enter the regulated area by contacting the COTP or the COTP's representative on VHF‑FM channel 16.

Small‑entity economic impact certification

The Coast Guard certifies under the Regulatory Flexibility Act that this rule will not have a significant economic impact on a substantial number of small entities because the regulated area affects a small area for a few hours and vessels can safely transit around it.
