Very High Preliminary Dumping Margins
If your business imports citric acid or certain citrate salts from India, the Department of Commerce preliminarily found those products are being sold in the U.S. at less than fair value and assigned estimated weighted-average dumping margins of 151.73% for Daffodil Pharmachem Private Limited and 100.21% for all other producers. This preliminary determination is applicable August 26, 2026, and Commerce applied adverse facts available to Daffodil, using the highest alleged margin from the Petition.
Immediate Suspension and Cash Deposits
Starting on the publication date of this notice (August 26, 2026), Commerce will direct U.S. Customs and Border Protection to suspend liquidation of entries of the subject merchandise entered or withdrawn for consumption on or after that date and to require cash deposits equal to the estimated dumping margins. The required cash deposit will be the company-specific margin where applicable (e.g., 151.73% for Daffodil) or the all-others rate (100.21%) and these suspension instructions will remain in effect until further notice.
Postponed Final Decision; Longer Provisional Measures
Commerce is postponing the final antidumping determination at the request of an exporter and extending provisional measures from a four-month period to up to six months. Commerce will make its final determination no later than 135 days after the publication of this preliminary determination (i.e., by 2027-01-08).
