Summary
The Environmental Protection Agency (EPA) is planning to submit an information collection request (ICR), Emergency Planning and Community Right-to-Know Act (EPCRA) Hazardous Chemical Inventory Reporting (EPA ICR Number 1352.19, OMB Control Number 2050-0072) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act (PRA). This is a proposed extension of the ICR, which is currently approved through August 31, 2026. Public comments were previously requested via the Federal Register on April 9, 2026, during a 60-day comment period. This notice allows for an additional 30 days for public comments.

Mandatory EPCRA Tier II Reporting
If your facility is subject to the OSHA Hazard Communication Standard, you must follow EPCRA sections 311 and 312. That means you must submit chemical lists or Safety Data Sheets once under section 311 (unless you become newly subject or update information) and submit the Tier II Emergency and Hazardous Chemical Inventory Form (EPA Form 8700-30) on or before March 1 of each year.
Estimated National Burden and Costs
EPA estimates 465,692 facilities (including 3,052 LEPCs and SERCs) must respond, with a total annual respondent burden of 6,963,271 hours and total estimated costs of $524,449,374 per year (including $2,007,713 in annualized operation & maintenance costs). The ICR renewal reports an increase in annual respondent labor costs of $205,291,540 and an O&M increase of $292,618 due to updating labor rates to 2025 values, while total hours remain unchanged.
