The EPA is proposing to approve Puerto Rico's March 26, 2025 negative declaration that there are no existing crude oil or natural gas facilities in Puerto Rico that must comply with the Emission Guidelines for Greenhouse Gas Emissions from Existing Crude Oil and Natural Gas Facilities (40 CFR part 60, subpart OOOOc). The rule targets facilities that commenced construction, modification, or reconstruction on or before December 6, 2022, and the EPA would amend 40 CFR part 62 to reflect this approval.
