The National Center for Science and Engineering Statistics (NCSES) within the U.S. National Science Foundation (NSF) is announcing plans to request reinstatement of the National Training, Education, and Workforce Survey (NTEWS) (OMB Control Number 3145-0264). In accordance with the requirements of the Paperwork Reduction Act of 1995, NSF is providing an opportunity for public comment on this action. After obtaining and considering public comment, NSF will prepare the submission requesting that Office of Management and Budget (OMB) approve clearance of this collection for three years.

NCSES plans to field the 2027 National Training, Education, and Workforce Survey starting in May 2027 for about six months and will contact a production sample of about 341,000 individuals (plus a 15,000-person non-production bridge panel). The survey is voluntary, available in English or Spanish by web or paper, has a median completion time of 35 minutes, and NCSES expects a 60–65% response rate.
Three workforce surveys merged to reduce burden
NCSES will integrate the National Training, Education, and Workforce Survey (NTEWS) with the National Survey of College Graduates (NSCG) and the Survey of Doctorate Recipients (SDR) under one OMB control number (3145-0264) to reduce respondent burden and streamline collections. NCSES says the consolidated questionnaire has undergone cognitive testing and the change is intended to maintain required workforce estimates while reducing duplication.
Survey responses get legal confidentiality protections
Responses from the ACS-based portion will be protected under applicable U.S. Census Bureau confidentiality statutes, and responses from the SED/SDR-based portions will be protected under the Confidential Information Protection and Statistical Efficiency Act (CIPSEA) of 2018. NCSES will also release public-use data files designed to protect respondent confidentiality.
