Suspended Entries Remain Enjoined; Duties May Be Assessed
Entries of the subject merchandise that were produced or exported by Universal and entered or withdrawn from warehouse for consumption during December 1, 2020 through November 30, 2021 remain enjoined from liquidation by CIT order. If the CIT's August 19, 2026 judgment is not appealed or is upheld on appeal, Commerce intends to instruct U.S. Customs and Border Protection to assess antidumping duties on unliquidated entries in accordance with 19 CFR 351.212(b) when the importer-specific ad valorem assessment rate is not zero or de minimis; where the rate is zero or de minimis, Commerce will instruct CBP to liquidate those entries without regard to antidumping duties.
Dumping Margin Raised to 3.64%
Commerce amended the final results for the antidumping review of circular welded carbon-quality steel pipe from the United Arab Emirates for the period December 1, 2020 through November 30, 2021. The weighted-average dumping margin assigned to Universal Tube and Plastic Industries, Ltd.; THL Tube and Pipe Industries LLC; and KHK Scaffolding and Formwork LLC changed from 2.63 percent to 3.64 percent, effective August 29, 2026.

On July 29, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in Tube Forgings of America, Inc. and Mills Iron Works, Inc. v. United States, Consol. Court No. 23-00231, sustaining the U.S. Department of Commerce (Commerce)'s second remand redetermination pertaining to the covered merchandise inquiry (CMI) for the antidumping duty (AD) order on certain carbon steel butt-weld pipe fittings (butt-weld pipe fittings) from the People's Republic of China (China). Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's CMI determination, and that Commerce is amending the CMI determination to find that products cut to length and formed into the rough shape of a butt-weld pipe fitting in China represent "unfinished" fittings, which are covered by the scope of the Order, and that when such products are further processed in the Socialist Republic of Vietnam (Vietnam), they remain subject to the AD order on butt-weld pipe fittings from China.

The U.S. Fish and Wildlife Service (Service or we) announces the availability of the 2026 Migratory Game Bird Hunting (MGBH) Memorandum setting forth the authorization conditions (conditions or limits) within which States and Tribes may establish their hunting regulations for certain migratory game birds. The conditions include species for which seasons may be opened, season dates, season lengths, shooting hours, bag and possession limits, areas where migratory game bird hunting may occur, and other restrictions. The conditions are necessary to allow States and Tribes to establish their migratory game bird hunting regulations and to allow harvest at levels compatible with migratory game bird population status and habitat conditions. Migratory game bird hunting seasons provide opportunities for recreation and sustenance, and aid Federal, State, and Tribal governments in the management of migratory game birds. We are also announcing the availability of the 2026 memorandum with seasons, hours, areas, and daily bag and possession limits for migratory game bird hunting in certain States that requested we publish these. Taking of migratory birds is prohibited unless specifically provided for in this memorandum and other applicable State and Federal regulations.
